Use different evidence for the two controls. Buildings, scripts and landscape can suggest a place; vehicles, photographic process and clothing can suggest a decade. A famous landmark may be photographed long after its construction, so its age alone does not date the image.
Look for the newest object visible rather than the oldest building. A surviving landmark can appear in photographs from many decades.
Street text, tram lines and vehicle designs may support a narrower estimate than the general architectural style.
